Turkish SDS Regulation “Regulation on Safety Data Sheets for Hazardous Substances and Mixtures” was published by the Ministry of Environment and Urban Planning (MoEU) on the Official Gazette 29204 on 13rd December 2014. Safety Data Sheets, which are in used in Turkey, must be prepared in accordance with the “Regulation on Safety Data Sheets for Hazardous Substances and Mixtures” No.29204.
European Union CLP Regulation No. 1272/2008 was harmonized in line with the requirements Turkey industry within the scope of EU harmonization laws. As a result of this, Turkish CLP Regulation “Regulation on the Classification, Labelling and Packaging of Substances and Mixtures No.28848” was published by the Ministry of Environment and Urban Planning on 11 December 2013. Turkish CLP Regulation. With the enforcement of Turkish CLP Regulation No.28848, the Global Harmonization System (GHS) standards for “Classification, Labelling, Packaging” of chemicals became valid also in Turkey. However Turkish Ministry of Environment and Urban Planning was in needed of publishing Turkish SDS Regulation that stands for the requirements for the SDS that are in use in Turkey.
The CLP Regulation has changed the classification criteria for substances and mixtures. The SDS Regulation No.29204 has been published to meet the need to comply with these new criteria. “Regulation on Safety Data Sheets for Hazardous Substances and Mixtures” has similar characteristics with Annex-II of European REACH Regulation in terms of content and management. Guidance and explanatory notes on the preparation of the Safety Data Sheet are included in Regulation No. 29204.
It is important to note that the MSDS abbreviation is more commonly used in the United States when the SDS is used in Europe for Safety Data Sheets. However, it should be noted that MSDS or SDS statements refer to the Material Safety Data Sheet of a substance or a mixture.
For Available SDS in Turkey
- The SDS which are in use in Turkey borders should be in Turkish. However, it should be known that the Turkish translation of a Safety Data Sheet which is complied for another country is not valid in Turkey.
- The Turkish SDS Regulation requires that the SDSs should be authorized by the certified Also, the certification information of the person who authorize the SDS is put on 16th Section of the SDS.
- The SDS includes 16 number of main titles and 48 number of sub-titles. Each one of them are indicated on the Regulation with the explanation what information the relevant title covers. It is also known that the titles should be directly the same with the form of the indicated on the regulation. These titles cannot be changed in grammatically or any other.
- The preparation of a certified SDS and the submission of the SDS to the MoEU are entirely different processes.
Being Certified SDS experts for authoring Turkish SDS Compliance
The regulation requires only the accredited institutions can hold an examination. The persons, who wish to have certification for authoring SDS, should enter these exams. For having the certificate, the persons should have at least 70 points on the scale of 100 point. The validity period of a certificate is limited with 3 years. After 3 years, the persons should re-enter the exam.
